Page rank is depend on:
1. Relevancy
2. Uniqueness of given informations
3. Volume of Quality Backlinks(even coming from strong sites)
4. Traffic

I am not sure but I think traffic is not important for PR. I have seen lots of sites with high PR but less traffic.
